Question about .eu domains

I've been reading about .eu domains, I'd like to know if the registrar will give me my money back if it doesn't success registering the domains i pre-registered, because i have red in europeregistry.com that if they failed registering the domain you have pre-registered, they won't give you your money back, you're gonna have to use it for register other domain with them, in that case, i would like to know if this is something that every .eu registrar do or is just something europeregistry.com does.

This would be a policy that is registrar specific. Some will give refunds, some will make you use the money on some other registration or service. Your best bet is to check around at various registrars and see what there policy is.
