hi, as I think you know com.ve and co.ve stand for venezuela domains.
the registrar site is nic.ve
The problem is I tried to buy a couple of domains and fill in the form and was not able to pay the reg fee so normally the site should have been deleted after a period. The thing is many months have passed and no change, the sites are still active.
My question is am I liable to any C&d letter if they were never paid for and expired the they I regged them?
I tried contacting them but no answer. pretty strange thing there.

If you did not complete all the steps to register the domains then they should have been deleted after 25 days from the registration request:

It could be a problem of updating the Whois database. Be sure that the domain is in fact 'completely registered' and not in pending payment status by checking the whois and your control panel at nic.ve. You can contact them in Spanish at [email protected] asking for the deletion.

I don't trust Venezuala's government, their president is very unstable. I have come across the same thing as you and found allot of these cctld's are shady dinky operations, ma and pa operations trying to take care of a global community. In my opinion if they cannot meet certain criteria they should not be allowed to continue, if they deprive themselves and the international community the use of their cctld then why is that ok? Their format as well as some others is beyond cumbersome. Cheers.
 
thanks for thoughts, I will try to contact them to that e-mail.
I don't want many of those domains, yet I think it's all a mess with the database down there.
