Andorra. Researched this a few days ago. Great potential, as many english words still available (i.e., banner.ad, popup.ad, 2005.ad, etc.) but you must be a business in Andorra with the accompanying business name to register the domain. Their policies are very restrictive -- it's no wonder there are only 994 .ad domains registered (http://www.andorpac.ad/dominis.htm).
