A name that I want is expired and registered with register.com.
I have contacted the owner and it seems he can give it to me. Can he transfer and renew the domain at another registrar?
I guess register.com has a high renewal fee and registrant transfer fee?
What would be the cheapest way for me to solve this?

You may ask the original owner to renew the domain name from register.com, wait for 60 days then transfer it to another register you want ...
