.com, .org, .info, .eu taken.

English spelling of major French city (the French spelling is Reims). Reims.net also happens to be developed site (so I might get typo traffic).

Google results for "Rheims" - 1.25 million
Wordtracker - 31/day for Rheim, 10/day for Rheims
 
It's not a large town and .net is not the best TLD, I would personally fall back to .org if .com is unavailable
I would advise to develop as the city has some history.
