One look plus what has already been mentioned (Roanoke Times) will tell you this is no legit.

I think there is no need to wait for owner confirmation , as it will never gonna happen
roanoke.com is being advertised by OP as regular PR6 domain , and in thread there is not even a single word about this website despite the fact that this website is very popular news portal ( probably more then 20K+ hits daily ) earning quite big sums

I think our relatively new "buddy" gonna to lose 400$ , as he/she invested it in a wrong place
