Rules on appointment of UDRP adjudicator/expert

Does anyone know what the UDRP rules are about appointment of the adjudicator/expert who decides a case ?. Must he be visibly impartial and to what degree ?

Well there is no "partly" impartial. Either the Panelist is or it isn't.
Is this a single member Panel?
 
Yes single panelist. He is stated as being from the UK on the WIPO website but is in fact 100% located in UAE and is Arab. The complainant is from UAE and has indirect connections to the Panelist.

Centers select single member panels in favor of the Complainant.
Usually WIPO selects a Panelist from a country other than Complainant's and Respondent's. (Or if they are from the same country they select a Panelist from that country.)
But in your case they did both! You are screwed.
