Someone goes swimming. Some water gets in their lungs but no more than usual - some coughing and you seem fine. Hours later they feel wheezy (like an asthma attack) and start coughing - a lot. What's happening?

Someone nearly drowns but is rescued but there is damage to their lungs (chemical and biological). Less than 72 hours later they have a very hard time breathing.
