Does anyone know if a sedo auction seller has the ability to sell their listed name to the high bidder (or negotiate with the high bidder) if the reserve is not met on the auction?

You can always contact them and ask. I'm sure you could get something done.
I've had auctions closed before they finished before from Offers made through one of their reps.

Yes they have. If reserve is not met they can negotiate with the highest bidder.
