one needs to meet minimum requirements:

you must currently be earning at least $300.00 a month from another PPC service

or

own 1000 domain names.

of course there is a minimum requirements for SedoPro but it depends of portfolio.
If you have small count of domains but them have hight RPM is a quite good chance to get sedopro.
