SEO penalty when content is translated & use on a different blog?

I want to translate articles from my English language blog with a Blog in the Tamil language. The articles would be translated. Could there be a penalty for duplicate content?

Will it affect domain authority?

In short, No.

Its essentially two separate pieces of content and in most situations a translation is not a word for word copy. The page should however use appropriate attributes to stipulate which language its targetted at, whether that be on a page by page basis or regional sub sections/domains.

Do some research into multilingual seo.

My personal belief is, not if you translate manually. I am not sure if you use Bing or Google Translate for the purpose.
