Possible value as local directories?
The only way I can imagine you'll sell them is if you target email the few end-user prospects you'll find by straight out setting your asking price, say $1,000/b.o for SFHospitals.com. Tell them in the e-mail that you are emailing all the other Santa Fe and San Francisco Hospitals you can find.
That will create a sense of importance, urgency and competition to own what you are offering and plants the seeds of fear in their minds that they will miss the opportunity if they don't take action (like making you an offer).
This way they are more likely to accept your asking price or make a reasonable counteroffer for it, like $750.
