Which registrars allow you to setup user accounts with limited access to your domains, so they can change the DNS, but not transfer?
 
Tucows (OpenSRS) does have a limited access sub-user setting, but I doubt any registrar would or could deny transfer away requests from rightful registrants.
 
Thanks, I think Rick Schwartz mentioned Fabulous too, I'll check them out.
