Nope beacuse there is nothing that stops it from being Penn Street since St is a common abbreviation of street and there is a Penn Street everywhere. :)

my only other question is, how do you in fact snag such names?
im assuming you have to sign up for a service that grabs them as soon as they expire???

whether its a TM infringement or not heavily depends on how you use the domain. If you use it to sell university merchandise, you'll be at a much greater risk.

I do agree with dragon. As far as the "snagging" of domains you must use a service similiar to snapnames or another domain backorder service.
