Has always been a real estate domain
Currently it is not possible to add listings but can be changed to pay listings with a few clicks in the admin area.
Either pay per listing/time period or membership
Different pricing for individuals and agents possible
Would then be an automatic real estate portal with PayPal or Worldpay gateway

Since you are not asking for a domain appraisal but rather a business appraisal I think its pretty tricky to appraise this site.
Usually sites would be appraised on the basis of income, but since it seems its not currently making any income, one can really only go by traffic.
And even for traffic you would need to post more detailed logs and stats in order to see if its bots, spiders, times spend on the website, pageviews, where the traffic comes from, what links, what locations etc. I have a couple of developed sites and the amount of traffic thats not actually real people is sometimes very surprising.
