Has anyone found more information on this?
I have searched around and it seems its not clear on if the traffic value is based out of a total of 5, 10 etc.
I have found a few articles that share different opinions on this.

The new TQ scores will be updated once a week usually around 10am PST. The scores are accurate, but can easily change from a 10 to 1 based on the traffic. The scores are calculated based on the last 4 weeks of traffic to Yahoo. If you don't have a TQ score, don't worry, normally you have to have about 100 clicks per day for about a week to get one.
