Transfering Registrar

I wish to transfer my domains from uk2.net to buydomains.com, but it turns out that uk2 charge £19.00 to do this. I have transferred them previously without paying but now they keep on getting rejected. Any ideas how I can avoid paying this fee? Can a registrar simply not let you transfer them to another one?

No, I don't think UK registrars can hold the transfer hostage like that, especially if its a new charge being imposed.
