The modern state of Serbia emerged in 1817 following the Second Serbian Uprising. Serbia became an independent state again in 2006, after Montenegro left the union which was formed after the dissolution of Yugoslavia in 1990s.

if by "official" you mean how we in the U.S call those country in their full versions, than yes, otherwise the real official names are Republika Srbija and Republika Crna Gora. I cant really say that I have ever heard anyone using the full term, I mean, when was the last time someone said :Kingdom of the Netherlands..(.net and org here still available!) I think the value is somewhere in the $xx, bc nobody uses the long version, $xxx for a reseller is way too high IMO, especially considering that THEREPUBLICOFSERBIA.COM (com!) is still available at this point
