If you want to claim a website site address/URL that is not claimed, can you do so without going to a website domain company? That is, I don't want to tell them what URL I want, have them then 'sell' it to me. Webhosting is fine but
 
I don't think OP knows how to register a domain...

No, you can not register a domain name without a registrar or a domain reseller. If it is free to register, then you can register it, but if it is already registered, you can possibly have it by buying it at the registrar. The owner will then be paid for it.
