Not worth anything as far as domains go, but if you are passionate about Congress then it would be a name that you could use and it, of course, would make sense.
You are going to have to start making the distinction between names like this and names that have value as domains. Not all domains that are functional are worth money. Hopefully the bells go off for you, and you can graduate and move on from names like this. The world has been in turmoil for the last few years. Now is the time to have a bit of savvy and use your imagination and try to pick up some good names on the cheap. Pick a category that you are passionate about, and then come with 100 or so terms related to that.
Type the names into your browser. Eliminate the ones that are owned and being used by million or billion dollar companies. Narrow the list down.....send some emails making offers. If you don't know how to make an offer that is legit enough to be taken seriously, yet not too high that you get an immediate acceptance, then you need to keep studying and practicing with low value names until you figure it out.
My best sale was in 2007. I spent 2006 emailing almost everyone who had personal names...like John.com, Joe.com, etc. I might have sent out 75 emails. I would offer a few thousand on each, even though I was willing to pay more. Then, I got a feel for the responses, and narrowed the list. Then I went after a few and ended up getting two good ones. I sold one for about double what I paid within 18 months, and the other was a little over triple what I paid, and that also took about 18 months.
Both buys that I made required me jumping through a lot of hoops. On one name I was buying from a corporation (they weren't using the name for their business, of course), and the other was from some guy from Australia who was very very hard to keep in touch with. He was probably used to getting a ton of offers from kids, etc. But I finally got both deals done. I paid low-mid XX,XXX for each. Each deal took a few months from start to finish.
If you aren't willing to go through stuff like that then you aren't ready to take it to the next level. I may be getting into buying big names again. I have been dealing in low-value stuff for a few years, just churning a little, and paying attention to other investments.
Every minute you spend on names like USCongress.info is a minute wasted from your life. There is no magic that can happen. You can't change your life no matter what happens. If I were you I would ratchet up the dreams a bit. You would be surprised how quickly things can start rolling once you have a little success. You will feel that anything is possible and the world will open up for you.
Change your outlook. If you see a supermodel walking down the street, try to figure out what you need to do to get the date. The moment you start rationalizing having things that you really don't desire then you are doomed. Just like those people who tell you they hate their jobs, but the pay is good, or they "get good benefits". I hear about those people, or I read about them, but I don't let them get near me.
