They carry over just fine. If you hold an owned vB license and are within your year of free updates(if not jut pay the $30) you can update to 3.5 anytime you want. You could update to 3.5 beta 3 right now.

It would be crazy for them not to honor their previous owned licenses. If you are not in your year of upgrades you would have to pay to upgrade. All I know is they better carry over, otherwise they will be receiving a few emails from me.
