well, email the person and offer to buy the domain. if they say yes, i would recommend using Escrow.com to guarantee the transaction runs safely and smoothly. (there are some flaws with escrow.com's service, but in general they are far far safer than just sending the money and hoping the other person is honest).

FOr smaller trnasacations, just use Paypal and if you have some sort of trust on the person they can do a same registrar transfer which is easy and costs nada.
It's like buying something frm ebay or any online transaction. You get an escalated level of protection as you use more services and pay fees.
SOme members here have been around for a while and I doubt they would stiff you.
Of course the Escrow is the best way to go right now.
