what are top .cc worth compared to .com value ... lie is it 1% or 10%....

.cc are virtually worthless tbh] One may sell in a blue moon for xxxx, but it is the rarest of events. they're crap

the best .cc sales I've seen are for around 2k to 5k, usually for short words or two letters. I've owned a few but only short one words that would be premiums in .com.

I sold software dot cc for low 5 figure last year to respectful investor.
As well as couple of 1 word domains for mid four figures.
You can find them at dnjournal's archives.

My take:

The biggest issue with CC is the fact that Google lumps them into Google.com as it has no "local" version (ie google.cc). While this is actually better for the extension and generally a good thing, you need a *lot* of traffic to compete with .com equivalents in Google SERPS. Makes it offputting for (knowledgable!) end-users.

For example, if you were launching a site on law, you'd probably be better off with "thelawsite.com" (or any similar shortish combo) than "law.cc" to compete for online customers. That said, some end-users would prefer law.cc for offline branding purposes, but they would probably be corporate companies or heavily backed startups with large marketing budgets. Country code extensions with a healthy population of potential customers and a local Google (ie .co.uk, .de etc) is a different kettle of fish.

The best CCs are selling for couple of Gs - it means, I have to stay away as far as possible.

I took pob.cc a good while ago for a good generic email 'post office box' account. I use it when I need to know whether anything I sign up to sends out spam. Maybe it was a reasonable investment since it's serving its purpose for me at the same time as possibly appreciating a little.

IMO .cc domains are going to perform very well in the future, I have a single word premium name, for which I have already turned down an offer in the $x,xxx range. Admittedly, if the name had the .com ext. it would be worth $1 million plus, so in answer to the original question on this thread, I think that for a "super premium" one word .cc name,then 1% of the .com value is about right.
