What can you do when someone "steals" your website?

Someone saved my friends website and they are now hosting it on their own server/domain...

They grabbed all of the html/css/images and are passing it off as their own...

What legal recourse does he have? What do you folks think he should do about it?

If you can prove it, open a ticket with the host of the fraudster. It may not stop them permanently but you can get those sites down when a good host is involved. They don't like legal messes.
