What does "T&C Needed" mean at SNAP?

Never seen this before... a domain that was won (not by me) has a posting next to it where it usually says "payment pending" that currently says "T&C Needed".

What is that?

T&C = Terms and Conditions. I guess the highest bidder needs to agree to them.
 
I thought that was handled in your signup?

Normally yes, but maybe not when bidding before signing up. Although conditional bidding should not be possible imho, I can imagine there are situations when you need to act fast and don't have the time to read T&C before bidding.
 
Isn't it the T&C pertaining to a specific registrar used by Snapnames ?
