what if the seller refuses to transfer the domain?

I bought - so to say it - a domain on Sedo 2 weeks ago
I made the minimum offer, it was accepted and not sent to auction, and I made the payment, which was verified by Sedo
Now they aren't transferring the domain at all. They say the seller is not unlocking the domain or giving the auth code and that there is no push option because it is a Tucows reseller that doesn't allow it.
So the question is how long can this take? Any experiences alike?
 
Not the first time I have had this happen myself.

Contact tucows directly. Give them the facts, transcriptions of the sale, confirmation of the sale, communications you have had with sedo.

Once they had all the facts and data they needed to see that there had been a transaction, within a day or two tucows unlocked, gave me auth codes, and transferred the domain to me. Then they wanted to know if there was anything else they could do to assist me.

I just sent tucows an email. Hope they are willing to help this time too.

It can take up to 10 days - or less, if you are willing to be less polite on the phone with Sedo.
