What do you consider a decent overture count for a specifc keyword / phrase?

At what point would you consider paying more than reg fee?

for .com it's hard to find anything commercial over a few thousand overture. if it's a two word term with commercial value it's worth regging.

for other extensions, like .ca, .org, .net it usually has to be over 10k for me
and it's still not too hard to find .ca with xx,xxx overture, but it's harder than it was a year ago.

there are a number of .ca's on our 'watch' list to buy sometime soon that we know of that have high xx,xxx overture. There are lots of future gems just sitting there...

Lack of disposable $ mostly - and that there are really so many of them. We grab the best one word ones as we come across them, but it's the two worders where there are many sitting waiting for a home.

As for the other question - you won't find many xx,xxx ovt/w extensions for .ca's. But a well made .ca website will fair as well as any .com in the search engines.

A 2 word phrase over 1k, is generally worth registering.

i.e., .com.
