What is best way to get pending delete domain

I have never tried to get a pending delete domain name before and would like to know the best way to go about this. Any suggestions would be greatly appreciated.

Where was the name registered?

The answer to that will be important...as the registrar may have an arrangement with a certain drop catcher.
