legal What is Paypal "Payment Review" ? What triggers one?

I told a domain and the buyer paid by paypal. Paypal is now doing a "Payment Review" and says it will complete in at most 24 hours. I never saw this before.

What are the criteria for triggering a Payment Review? Does it imply the buyer has had payment problems in the past, or ebay complaints, or...? Does it also happen randomly?

I am curious curious if it is related to the size of the transaction. Does anyone have some experience with this?

Could be a lot of things, none of them actually good...
Do you know the buyer? Done business with them before? If not, be nervous...
If yes, then not so much to worry about.
 
I've seen about 5 of these. 4 were eventually "cleared", one "payment declined".

It's security stuff... they are not going to tell you "why". Something in the payment triggered a low-level alert.
 
i think it often happens because they aren't verified by paypal. in the cases i've had it happen, they've all cleared and all took exactly 24 hours. also it seems more likely to happen with amounts over $1000.
 
The amount is over $1,000 and I never had that before in paypal; I use escrow.com. So maybe that is it.
The sender is Verified; and not it has cleared.
