What would CIRA have done if this current issue with the TBR happened a few years ago, back when Ed Toy was still on their payroll?

Or would it have happened at all?

I'm not sure what the old CIRA would do.

As you can see, though, from Byron's reply to Serge, http://blog.cira.ca/2010/11/the-internet-belongs-to-us-all/#comments, Byron does not view CIRA as being Canada's Internet Registration Authority, but Canada's Internet Regulation Authority.

CIRA CHANGED its mandate in 2006.
