From the virtual mouth of my account manager:

The revenue that you have accrued through our partnership earnings program is calculated based on the previous month's parking earnings. For example, if you referred someone who earned you $50 of partnership earnings for parking earned in the month of August, it would be credited to your partnership payout in September, and paid out before the 15th of October.Since at the end of July, your partnership revenue was less than $50, it has not yet been paid out. At the end of August, your partnership revenue earned exceeded $50, and will therefore be paid out before the 15th of October. Our partnership payments are based on our parking payments, and therefore calculated after they go out. We apologize for the additional delay, but this is how our system calculates the partnership payments.
