I was trying to catch an expiring domain but didn't get it. The new owner put it son SEDO parking so I am thinking that maybe he would take offers. However, as you know it is now in the "no transfer" period. Do you guys think I should make an offer now or wait until after the "no transfer" period has ended?

if you have an account at the same registrar, then they could probably push it to you and bypass the 60 day transfer prohibition period.
