Who else has disclaimer/TOS/ privacy policy woes?

I don't know how to create a disclaimer page for my domains. This is the only thing holding me back from having my sites fully developed.

Is anyone in the same boat as me?

Would a lawyer be the best choice for creating a disclaimer? Do you know what type of lawyer specializes in creating these?
