I have a PPC search engine and Portal Search Site which offers Pay Per Click and gives the first $25 in clicks free to new members.

Of course, it's a minor SE vs places like Google but hits could easily be targeted and quality and certainly low cost. You also will not be suspended for a low click-thru ratio as Google automatically does to programs with click rates less than .05%. After suspending you they add salt to the wound by also charging a $5 fee to be reinstated.
