Interesting article - I think the somewhat lowkey domain (and extension) was part of the sting, to not attract suspicion on the part of the criminals...

(As opposed to using 'freshdumps.com' :))

Now we know that we have a new market - sell domains to these Agencies so they can setup for Sting Operations.

Since they use taxes money to buy them and no one will audit or question them - we can set the price high!

It's a good cause and win-win situation.

But it is true that .cc domain is very popular with people who work in the credit section, just like .pro is for professionals, .tv is for media companies.

I've always thought it could have usage in the bike/car business. i.e. the volume displacement in an engine, cubic centimeters. eg. bike.cc 1000.cc, well that's about it!
