Wikipedia - what seperates a "personal" site from a "professional" site?

Wikipedia's policy is that people cannot link to personal sites - which I can understand since many people would be abusing Wiki's PR to improve their own site's SEO and traffic.

BUT - what is the deciding factor?

I can understand an official entity's site (like the Red Cross) but what about a non-affiliated site that goes over the history and information about the Red Cross - technically wouldn't that be a personal site?

I've seen many links to "fan sites" - aren't these personal sites?

I've even reported some that are blatantly personal sites - even parked pages (and recently added) only to see them allowed to stay in the Wiki.

Doesn't matter much in terms of SEO since they are all no follow anyway.

Besides the SEO and traffic standpoint - I still wonder about the actual policy. I see sites that are clearly personal sites that are linked, hell, even some parked pages that are linked (OK, could be old links).

But - what determines a "professional" site as opposed to a "personal" site in their eyes?
