Wild West Domains $1.99 domain and private registration

I sent an email to support about this issue.

($4.07) .COM Domain Name Registration - 1 Year (Negative Commission)
(0.25) Transaction Fee (Negative Commission)
$3.73 Private Registration Services (Positive Commission)
=0.59 expense ?

Then why does the page below state that "Privacy" does not count as a product purchase?

and

On the official Godaddy.com site "Private Registration" does not count towards a $1.99 domain purchase in their system.

Yet customers are able to make this happen on reseller accounts?!?
