1) The .ca rules are more favorable to a registrant than the ICANN rules. The registrant can set up a bona fide non-commercial site for example etc.
2) xmen is not registered as a mark in Canada but x-men is; however x-men is registered to a University and a High School. Marvel could not register x-men in Canada and is trying to register a mark based on a design around x-men.
On the other hand the market for .ca is soft.
