If impressions does not count where would you recommend attempting to sell traffic domains that earn a lot of money but don't acheive 30 uniques per day?

I bet there are a lot of domains that fall into this bracket. Not that you need to justify your rules to me but i would appreciate if you could explain the reason behind the 30 uniques rule?
