5 day return period for domains?

So there's a 5 day "return period" for domain names that is given to registrars, but not registrants. So it seems like the game for speculation is becoming a registrar, buying a lot of typos or potential domains, seeing if they get a few clicks during the grace period, and then returning the ones that don't. I wonder if there's any way to get this grace period without being a registrar??
