Advice Needed: Keyword Search Tools

There are many times the AdWords Tool tells me one thing, in terms of exact match searches, but then Valuate/Estibot tells me something completely different for exact match searches (usually less volume).

Why is that, and are there other tools I can use to gage a more "accurate" result or to determine if the numbers given on the AdWords Tool are inflated or not?

Basically, what are the best paid and free keyword tools that I can use to cross-reference results from the AdWords Keyword Tool?

basicallly, there is no such thing as "exact match"

and when you try to make sense of the "inconsistencies" between "bot and G", you'll spend more time getting "unconfused", than if you only used one or the other.

between the two, which has other tools, to cross-reference itself?
