now, low $xx. 2-3 years, maybe high $xx
longer term than that, it will probably be worth more.

very brandable for the local market, but otherwise needs development to be worth more.

anyone else care to give this a shot? What are the general guidelines in appraising a domain and how does one really know where to begin their basis on it?

Very hard to appraise .in basically no market right now.
There might be an enduser that might be interested and give you mid xx.xxx,00 who knows IMO is worth 100 150 usd as of now.
