Bringing SE ranking back to Expired Domain

Does it work in every case of an expired domain that it get its SE ranking back if you put up an random template with some related keywords?

Looking for any insight on the matter.

google loves aged domains, if the domain is over 5 years old and you develop it. You will rank well based on how well you optimize your pages.

just random template with no real content, some couple keywords..

I don't know the answer to your question but I'd also like to know. Hopefully somebody can chime in.
