I was just wondering what are the best sources to buy cheap traffic from?

Many reseller accounts are sold on eBay and the likes, where you can buy targetted traffic starting from $1 cpm to $3 cpm. Can anyone provide details which traffic providers are cheap and best and who sell traffic in chunks smaller than 10,000?

I would apperaciate views on some sort of reseller program where I can buy the traffic in bulk and route chunks to my modest sized domain portfolio.
