Can an individual register .ca names and then resell them to someone in the US? Or does anyone know how someone in the US can register a .ca name?
 
No, brn2h8. Only CANADIAN residents or organizations (e.g. corporations) are allowed to register dot-ca domains. Please refer to the Canadian presence requirements at http://www.cira.ca/en/register.html
 
There are Canadian presence requirements but I don't see evidence they are being enforced. Your playing with fire if you don't meet the requirements.
