Doesn't appear to mean anything (at least in the U.S. brand of English) so I would say no. What does it mean to you? Is it something like the French Quarter in New Orleans (like a special district where you live or something?)

in cardiff, wales, uk there is an area where you have cafes/bars/
restaurants it is locally know as the the cafequarter..

i think other Uk towns have them too?

maybe i spend too much time there drinking cocktails ;)
as you can' t get a decent pint of ale there.
