No you can't
You can all gTLD & newTLD they don't have restrictions
On the other hand , ccTLD depend , for example .co.jp must find a registrar with Trustee Service ( 101domain ) they will provide a adress from Japan
Other's like .ca need to have presence in Canada & so on , depend ccTLD

Don't forget about .gov, .edu and .int as well. There are restrictions on them as well.

Most new gTLDs are limited to certain registrants for registration, also restricted to citizens of that country only.

You need to know where to look, but not always for all domains there are certain extensions.
