No you can't
You can all gTLD & newTLD they don't have restrictions
On the other hand , ccTLD depend , for example .co.jp must find a registrar with Trustee Service ( 101domain ) they will provide a adress from Japan
Other's like .ca need to have presence in Canada & so on , depend ccTLD

Most new gTLDs are limited to certain registrants for registration, also restricted to citizens of that country only.
