People keep putting turnkey and template sites in the developed sites forum. Its really a pain in the ass when we want to look at developed sites and we get websites that are turnkey and or are only 1-2 weeks old with no traffic.

These are the current requirements for posting in Developed Websites:

A reminder of the rule for this forum:-

"This forum is for the sale of developed websites, which must be live, and hosted at a domain name - not templates alone. One thread per 24 hours is permitted."

Sellers MUST declare in the post whether the website offered for sale is an original or a template or re-sold site (such as Dotcom Builder).

Templates, or websites that are not hosted or do not have a domain name must be placed in the Advertising and Related Offers Forum.

If sites meet this criteria then it is okay - some people want these sites and they are "Developed" if they meet that criteria - though they may not be what you personally are looking for.

but if its a template with a domain name it passes, just cause a template has a domain name doesn't make it different its still a template. Am I right or am I right?

Whether you are right or not in your definition of a template is not the issue, the issue is that Admin has decided what criteria should be met to offer a website in that forum and if it meets that criteria it is okay to list it there - there are not so many listings every day that it takes an inappropriate amount of time to research for your purchase.
