City/Town Population Before you would by a Domain

HI

I have a Question...

If you could buy a Geo city/Town domain in either a .com or .net for reg fee what would the city/town population need to be before you would by the domain.

I have found some domains in the .net not registered for suburbs where I live... the population start from min 10,000 people to as much as 100,000 people...

and all the domains are within 50kms of each other.... combined it is 10 domains but only .net is available and combined the population would be 300,000 plus homes... Should I buy them or not...

I was thinking I could start a network directory network for businesses and sell ad spots to local businesses..

Any comments... I have heard this is the future of the internet.. am I wrong..

I would check the Google results and Google search volume. If it has a decent amount of results I would register the .com. If the City has a significant amount of Searches I would register the .net. As long as people are searching it is worth developing.
